Notice of commencement of the public consultation process

Subject: Public consultation on the amendment of the “Methodology for improving and reporting the level of soil carbon sequestration in the agricultural sector”.
AGVISER AD hereby announces the start of the public consultation process for the proposed amendments to the “Methodology for improving and reporting the level of soil carbon sequestration in the agricultural sector”. Interested parties and the public are invited to review and provide feedback on the proposed documents.
Purpose of the public consultation
The aim of this public consultation is to gather opinions from interested parties, experts, and the public regarding the proposed amendments to the “Methodology for improving and reporting the level of soil carbon sequestration in the agricultural sector”. The consultation aims to ensure that the proposed elements are comprehensive, transparent, and aligned with current best practices in carbon reporting, emission reduction, and environmental integrity.
Details of the proposed amendments to the methodology:
Methodology name – “Methodology for improving and reporting the level of soil carbon sequestration in the agricultural sector”
Type and scope of project or activity: Removal of greenhouse gas carbon dioxide (CO2) emissions from the atmosphere and its storage in soil in the form of carbon (C)
Issuing/developing body: AGVISER AD
Description: The methodology is intended for the territory of the Republic of Bulgaria and targets the agricultural community, helping remove greenhouse gas CO2 emissions from the atmosphere and store it in soil as carbon (C), improving soil health and biodiversity, and protecting the environment and climate.
Proposed amendments:
Clarifications regarding calculations of net emissions of removed gas – greenhouse gas and CO2 at the plot level and based on farm balance (added points 3.1 “Calculation of results at plot level” and 3.2 “Farm balance”)
Possible scenarios for reporting farm balance (Table 3 under point 3.2)
Accounting for uncertainty – fixed 5% deduction from project-generated carbon credits (added point 6.1 “Adjustment for uncertainty in carbon reporting”)
Designation of buffer as non-tradable (amendments in point 9 “Buffer”)
Definition of method for the extent of application of project practices relating to additionality (added section 2.1 – defining unconventional practices)
Laboratory requirements to ensure control and quality (added point 2 “Quality assurance and control procedures” in section V “Control and reporting of results”).
Public consultation period
The public consultation period will run from 21.07.2025 to 21.08.2025. During this time, all interested parties are encouraged to review the proposed documentation and submit their comments.
